§ 93.07 PROHIBITED ACTS.
   (A)   Generally. It shall be unlawful for any person using city parks and playgrounds to either perform or permit to be performed any of the following acts.
   (B)   Specifically.
      (1)   Endanger the safety of any person by any conduct or act;
      (2)   Carry, possess, or drink any alcoholic beverage in any city park or playground;
      (3)   Remain in a city park if he or she is under the influence of an alcoholic beverage or drugs;
      (4)   Violate any rule for the use of the city park or playground made or approved by the City Council;
      (5)   Prevent any person from using any city park or playground, or any of its facilities, or interfere with the use and compliance with this chapter and the rules applicable to the use;
      (6)   Swim, bathe, or wade in any waters or waterways in or adjacent to any city park or playground, except in the waters and at the places as are provided therefor;
      (7)   Remodel, reconstruct, rebuild, replace, correct, or change any city park facility, structure, or other improvement, whether permanent or temporary in character, without special written permission by the City Council. (Any and all improvements to city parks or park facilities remain the sole property of the city);
      (8)   Appear unclothed or clothed in a manner that leaves uncovered or visible through less than fully opaque clothing any portion of the genitals, anus, buttocks, or any portion of the female breast below the top of the areola;
      (9)   Dress or undress except in bathing houses or structures as may be provided for that purpose;
      (10)   Use, carry, or possess any weapon of any description;
      (11)   Use any glass containers in a city park;
      (12)   Picnic or lunch in a place other than those designated for that purpose;
      (13)   Camp in any area except in the places designated for camping by the City Council;
      (14)   Ride a bicycle other than on a paved vehicular road or path designed for that purpose and ride a bicycle other than that on the right-hand side of the road paving as close as conditions permit;
      (15)   A bicyclist shall at all times operate his or her machine with reasonable regard to the safety of others, signal all turns, pass to the right of any vehicle he or she is overtaking, and pass to the right of any vehicle he or she may be meeting;
      (16)   Discharge, set off, or otherwise cause to explode or discharge or burn any fire crackers, torpedo, rockets, or any other fireworks or explosives of flammable material, except with the permission of the City Council and under the direction of the Police Department;
      (17)   Build or attempt to build a fire except in the areas and under the regulations as may be designated by the City Council;
      (18)   Gamble or participate in any game of chance;
      (19)   Protractedly lounge or loiter in any area;
      (20)   Hunt, molest, harm, kill, trap, chase, tease, shoot, or throw any object at any nonthreatening animal, reptile, or bird with intent to threaten or harm the animal, reptile, or bird;
      (21)   Bring a pet onto park property unless it remains at all times on a leash of at least six feet or less, and is under the direct control of its owner, who shall be responsible for removing any solid wastes deposited by the animal;
      (22)   Bring an animal onto city park property without a current or valid certificate of health signed by a licensed veterinarian in conformity with the State Animal Health Commission rules and regulations concerning animals;
      (23)   Bring any horse or other animal onto city park property for the purpose for riding or participating in any equine activities on city park property not specifically designated and designed for horseback riding or other equine activities; and/or
      (24)   Allow any animal onto any baseball, softball, soccer, football field, or other property during any youth sports activity.
