Regular City elections shall be held on the second Saturday of May of each year or as otherwise required by the Texas election code, at which time members of the Council, including the Mayor, shall be elected to fill those positions which become vacant that year. The Council may, by resolution, order special elections. The Council shall fix the hours, place and procedures for holding regular and special elections. Elections shall be held in compliance with applicable state law.
