SCHEDULE II. PARKING PROHIBITED BY CITY MANAGER ON CERTAIN STREETS.
   (A)   City Manager authorized to prohibit parking. Upon conferring with the City Police Chief and other members of city staff, the City Manager is hereby authorized by the City Council to designate certain portions of city streets as prohibited parking areas.
   (B)   No parking. No person shall stop, park or leave standing any motor vehicle on any city street designated by the City Manager as a prohibited parking area where an official sign prohibiting parking has been posted.
   (C)   Notice to public. At least 30 days before any portion of a city street is designated by the City Manager as a no parking area, the City Secretary shall provide notice of such parking prohibition to every property owner within 100 feet of the designated no parking area and post the notice on the official city website. Further, the City Manager or designee shall post one or more "No Parking" signs along the designated restricted parking area of the street.
   (D)   Exceptions for emergency vehicles. The provisions of this schedule regulating the movement, parking and standing of vehicles shall not apply to law enforcement vehicles, fire department vehicles, or to ambulances, while the operator of such vehicle is operating the same in an emergency in the necessary performance of public duties.
   (E)   Exceptions for temporary parking. The prohibition hereby imposed shall not apply to the temporary stopping, parking or standing of such a vehicle for the purposes of making pickups or deliveries from or to any building or structure located along the street.
   (F)   Removal of vehicles. Whenever any police officer finds a vehicle standing upon that portion of the roadway in violation of this schedule, the officer is hereby authorized to move the vehicle, or require the driver or other person in charge of the vehicle to move it to a position outside the restricted area.
