§ 53.156 PRETREATMENT OF WASTEWATER.
   (A)   Pretreatment facilities. Industrial users shall provide necessary wastewater treatment as necessary to comply with this chapter and shall achieve compliance with all prohibitions, local limits and the categorical pretreatment standards set out in § 53.153 within the time limitations specified by the EPA, the state, or the city, whichever is more stringent. Any facilities necessary for compliance shall be provided, operated, and maintained at the industrial user's expense. Detailed plans describing the pretreatment facilities and operating procedures shall be submitted to the pretreatment coordinator for review, and shall be acceptable to the city before construction of the facility. The review of such plans and operating procedures shall in no way relieve the industrial user from the responsibility of modifying the facility as necessary to produce a discharge acceptable to the city under the provisions of this chapter.
   (B)   Additional pretreatment measures.
      (1)   Whenever deemed necessary, the city may require industrial users to restrict their discharge during peak flow periods, designate that certain wastewater be discharged only into specific sewers, relocate and/or consolidate points of discharge, separate sewage wastestreams from industrial wastestreams, and such other conditions as may be necessary to protect the POTW and determine the industrial user's compliance with the requirements of this chapter.
      (2)   The city may require any person discharging into the POTW to install and maintain, on their property and at their expense, a suitable storage and flow-control facility to ensure equalization of flow. A wastewater discharge permit may be issued solely for flow equalization.
      (3)   Users with the potential to discharge flammable substances may be required to install and maintain an approved combustible gas detection meter.
      (4)   Whenever deemed necessary, the city may require industrial users to develop and implement pollution prevention programs designed to maintain compliance to the city ordinances and industrial user wastewater permits. The city may require the industrial user to perform a pollution prevention audit to identify the potential benefits of a pollution prevention program.
      (5)   Whenever deemed necessary, the city may require industrial users to develop and implement best management practices designed to maintain compliance to the city ordinances and industrial user wastewater permits.
