§ 53.151 PURPOSE AND POLICE; ADMINISTRATION.
   (A)   Purpose. This chapter sets forth uniform requirements for indirect contributors into the wastewater collection and treatment facilities of the city, and enables the city to comply with all applicable federal and state laws required by the Clean Water Act of 1977 as amended and the General Pretreatment Regulations (40 CFR Section 403).
   (B)   Objectives. The objectives of this chapter are:
      (1)   To prevent the introduction of pollutants into the publicly owned treatment works (POTW) that will interfere with the operation of the POTW;
      (2)   To prevent the introduction of pollutants into the POTW which will pass through the POTW, inadequately treated, into receiving waters or otherwise be incompatible with the POTW;
      (3)   To protect POTW personnel who may be affected by wastewater and sludge in the course of their employment and to protect the general public;
      (4)   To promote reuse and recycling of industrial wastewater and sludge from the
POTW;
      (5)   To provide for fees for the equitable distribution of the cost of operation, maintenance, and improvement of the POTW; and
      (6)   To enable the city to comply with its national pollutant discharge elimination system permit conditions, sludge use and disposal requirements, and any other federal or state laws to which the publicly owned treatment works is subject.
   (C)   Authority. This chapter provides that all connections of lateral or other sewer lines to the sewerage system of the POTW service area, whether within or without the city, shall be made subject to such terms and conditions as the Willis Director of Public Works may prescribe; and for the regulation of authorized contributors to the city's wastewater facilities through the issuance of permits to certain non-domestic users and the enforcement of general requirements, authorizes monitoring and enforcement activities, requires user reporting, and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
   (D)   Applicability. This chapter shall apply to all non-domestic users of the city's wastewater facilities, whether such users are located within or outside the city boundaries.
   (E)   Administration. This chapter shall supersede the city Ordinance No. 03-0822 adopted by the city on August 22, 2003; except as otherwise provided herein, the city Public Works Department or its designee shall administer, implement, and enforce the provisions of this chapter.
