§ 54.03 WATER SERVICE POLICY.
   (A)   It is the city's policy that all development within the utility service area shall have an adequate and secure source of water for domestic use and fire protection flows. To this end, the city has developed a comprehensive program for supplying municipal water. Therefore, unless specifically accepted by the City Council, all developments within the city utility service area shall be serviced by the city's potable water system. Further, the developer shall size and extend said system to and through the development as necessary to ensure adequate supply to the development and access to properties beyond the development. Water lines for the development shall be in accordance with city codes and standards and water impact studies, as may be required.
   (B)   Any extension of a water line or network of water lines shall be designed to provide for required fire flows and peak-hour flows per ADEQ and city building codes.
   (C)   Generally, the existing city network cannot service new developments at certain elevations or where the city network does not exist. In those types of cases, the proposed development will be responsible to meet design minimums and may be required to provide pump systems and storage as determined by a water impact study to be provided by the developer.
