No person shall drive or ride at any time any automobile, truck, motorcycle, motor scooter or any other vehicle upon the grounds of any municipal park, playground or golf course, except in public streets running through such premises or within designated parking areas located upon the premises, or in such areas as are designated in writing in advance by the City Manager or his or her designee. No person shall ride, bring, guide, cause or allow any horse or any animal under his or her control to be in or upon the grounds of any municipal park, playground or golf course, except in such areas thereof as are designated in writing in advance by the City Manager or his or her designee.
