Complete applications that are pending approval before the effective date must be reviewed and approved in accordance with the chapter in effect immediately before the effective date. Incomplete applications filed before the effective date will not be reviewed until they are complete. Once complete, the application must be reviewed and approved in accordance with the subdivision regulations in effect at the time that the application is deemed complete.
