The Sheriff, any peace officer or any officer designated by the County Board to make inspections under or enforce any licensing or regulatory ordinance, shall have the right of entry to any place where a race or event is held for the purpose of enforcement or inspection, and may arrest or cause to be arrested any person who violates the provisions of this chapter or any ordinance of the county, or of the municipality in which the race or event is held.
