(A) The application shall be on forms furnished by the Clerk of the County Board upon request.
(B) Upon performance of all conditions prerequisite to the issuance of the permit, the Clerk shall issue it. The permit is not transferable or assignable.
(C) Every permit shall be posted where the event or race is held, in a place as to be plainly in view of the public who may enter the place.
