§ 150.114 DEMOLITION REQUIREMENTS.
   The deliberate destruction of a structure.
   (A)   Table 150.114 shall be used to determine if a demolition permit is reguired. Wherever a permit for demo is not required a permit application shall be submitted for the rebuild prior to the demolition.

a.   A permit can be issued at the request of the customer.
   (B)   If the demolition consists of a home on a property, in which the intended use will be commercial in the future, an asbestos study must be performed by an IDPH Licensed Asbestos Inspector. If the demolition consists of a structure, with four or more units, an asbestos study must always be conducted.
   (C)   If the demolition consists of a building, which had previous use or a current use as a commercial entity, an asbestos study must be conducted and performed by an IDPH Licensed Asbestos Inspector. If asbestos is identified in the study, it must be removed by an IDPH Licensed Asbestos Abatement Contractor.
   (D)   Ten day notification must be submitted to the IEPA prior to demolition. A payment fee of $150 must also be submitted to the IEPA and is subject to change without notice (only for commercial/industrial or properties that have been or are going to be commercial/industrial).
   (E)   Documentation must be submitted to the county for the above items prior to initiating demolition activities. Copies of the asbestos study, ten day notification form, and a copy of the U.S. Postal Service mail receipt.
   (F)   During the demolition process, if foundation materials are unpainted and consists of no protruding rebar they are considered clean construction debris, which can be buried as clean fill on the property as long as it is covered at least six inches of soil and seeded unless a roadway or other structure is constructed in the location of burial. Any painted foundation materials of a business or homestead must be disposed at an IEPA permitted site.
   (G)   Concrete from in-ground pools can be buried on the property as long as one side is crushed so the structure can no longer hold water as long as the concrete meets the requirements and is buried as described above.
   (H)   If any electronics, tires, landscape waste and/or any other waste prohibited from landfills is removed from the property receipts must be maintained as proof of proper disposal.
   (I)   All receipts regarding proper disposal of demolition wastes shall be maintained. Documentation may be requested at any time regarding disposal.
   (J)   Parcels that undergo demolition activities shall have the grading returned to its original state as long as it does not cause a nuisance to adjacent property owners.
