§ 54.03 PURPOSE.
   The purpose of this chapter is to assist the county in collecting information pertinent in measuring compliance with the Solid Waste Planning and Recycling Act (ILCS Ch. 415, Act 15, §§ 1 et seq.).

§ 54.04 REPORTING.
   For the purpose of tracking the implementation progress of the Solid Waste Management Plan, haulers shall submit semi-annual reports to the Waste Services Division of the County Land Use Department documenting the volume and/or tonnage of municipal waste collected from all residential, commercial, industrial and institutional customers in the county. Semi-annual reports are due July 31 for the period January 1 to June 30 and January 31 for the period July 1 to December 31 and must include the following information:
   (A)   The total volume and/or tonnage of municipal waste collected in the county by sector (i.e., residential, commercial, industrial and institutional); and
   (B)   The total volume and/or tonnage of each category of recyclable materials collected and recycled by sector (i.e., residential, commercial, industrial and institutional).

§ 54.05 EXEMPTIONS.
   The following are exempt from the provisions of this chapter:
   (A)   Local government entities collecting and hauling debris from storm cleanup operations;
   (B)   Businesses to whom the hauling of waste is incident to their normal provision of service; and
   (C)   Persons hauling municipal waste or other refuse from their own residence for property disposal, recycling or processing.

§ 54.99 PENALTY.
   It shall be a petty offense to violate this chapter, violators may be subject to a fine not to exceed $500.
