(a) No person shall congregate with others on a sidewalk or street corner or within the parks or public grounds with intent to provoke a breach of the peace, or whereby a breach of the peace may be occasioned by the serious annoyance to pedestrians or by threatening, insulting or abusive conduct to them; and no person shall refuse to move on when ordered by a police officer.

(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
