474.10   LICENSING OF BICYCLES REQUIRED.
   (a)   No person shall operate or use a bicycle on any of the streets, sidewalks, parks or public places of the City without first obtaining a license therefor as hereinafter provided.
   (b)   Upon written application by the owner of a bicycle, the Police Division shall issue a bicycle license to such owner, which shall be valid for the bicycle for so long as it is owned by the applicant.
   (c)   Each applicant shall pay a license fee of one dollar ($1.00) for each bicycle license upon original issuance.
   (d)   Bicycle licenses issued as provided herein shall not be transferable from one bicycle to another bicycle.
   (e)   Every person who purchases a previously licensed bicycle shall report such purchase to the Police Division, together with his name and address, and shall pay a transfer fee of fifty cents ($0.50).
   (f)   The Police Division shall provide a decal license with numbers stamped thereon in numerical order. Such licenses shall be suitable for attachment upon the frames of bicycles and the owner shall attach one such decal license to the frame of each bicycle upon the payment of the license fee. Such license shall remain attached during the life of the bicycle.
   (g)   The Police Division shall keep a record of the date of issue of each license, to whom issued and the number thereof.
   (h)   No person shall willfully or maliciously remove, destroy, mutilate or alter the numbers of any bicycle frame licensed pursuant to this chapter. No person shall remove, destroy, mutilate or alter any decal license during the term for which such is operative. However, nothing in this section shall prohibit the Police Division from stamping numbers on the frames of bicycles on which no serial number can be found, or on which the number is illegible or insufficient for identification purpose.
