(a) The operation of any commercial tractor or semi-trailer in a manner utilizing engine compression brakes within the City shall constitute a public nuisance.
(b) No person shall operate or cause to be operated any commercial tractor or semi- trailer in a manner which utilizes engine compression brakes or an engine compression braking system within the City.
(c) Whoever violates this section shall be fined not more than one hundred dollars ($100.00) for each offense.
