432.39   DRIVING IN WILLARD MUNICIPAL PARK; SPEED LIMITS AND STOP EXITS.
   (a)   No person shall operate motor vehicle in and upon Willard Municipal Park at a speed greater or less than is reasonable and proper, having due regard to the traffic, surface and any other conditions then existing, and no person shall drive any motor vehicle in and upon such Park at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
   (b)   It shall be prima facie unlawful for the operator of a motor vehicle to operate the same at a speed in excess of 15 miles per hour on such public grounds.
   (c)   Every operator of a vehicle shall bring his vehicle to a stop at the exits provided at Willard Municipal Park and Willard West Road, Laurel Street, Celeryville Road and Main street, before entering onto such roads.
   (d)   The City Manager is hereby directed to erect appropriate stop signs and speed limit signs in accordance with this section.
