404.07   VEHICLE POUND; FEES.
   (a)   The City Manager is hereby authorized and directed to create a vehicle pound, either in the City Garage or in such other place as he deems suitable, to which motor vehicles may be towed and stored.
   (b)   Such vehicles may be removed and conveyed by any member of the Police Division or by anyone under their direction, by means of towing the same, or otherwise, to the vehicle pound.
   (c)   A fee of not more than fifteen dollars ($15.00) to cover the cost of removal, in addition to a storage charge of three dollars ($3.00) for each day or fraction thereof that an impounded vehicle is stored in the vehicle pound in accordance with this section and Section 404.06, shall be assessed against the owner or other person claiming an impounded vehicle.
   (d)   It shall be the duty of the police officer or person in charge of the vehicle pound to keep the names of all owners of vehicles impounded, the number of their license plates, the nature and circumstances of the violation and the disposition of each case. It shall be the duty of the Clerk of Courts to account for all fees collected and pay the same into the City Treasury.
