480.03   OPERATION OF UNDER- SPEED VEHICLE.
   (a)   While operating an under-speed vehicle on the streets within the City, any owner or operator shall comply with any and all laws, including the laws of the State of Ohio and the City of Willard Codified Ordinances, pertaining to motor vehicles, including but not limited to, safety requirements and insurance requirements.
   (b)   No under-speed vehicle shall be permitted to travel on any City street where the speed limit is greater than 25 miles per hour. Under-speed vehicles will be permitted to cross intersections with higher speeds, so long as they remain on a street that has a posted speed limit of 25 miles per hour or less. No under-speed vehicle shall be operated on state or U.S. routes.
   (c)   Occupants of under-speed vehicles shall be seated at all times on the seat of the under-speed vehicle and buckled by the seat belt when the under-speed vehicle is on and in motion. Standing on any portion of the under-speed vehicle while it is in motion is prohibited.
   (d)   Any child who falls under the child restraint criteria set by Ohio R.C. § 4511.81 is prohibited from being a passenger in an under-speed vehicle operated on any City street, right of way, or public area in the City of Willard.
   (e)   No person shall operate an under-speed vehicle on a sidewalk.
   (f)   Specific provisions of this section may be waived during a limited period of special events for which the operators of the under-speed vehicle have received prior approval for the use of the under-speed vehicle from the City's Chief of Police or designee. The waiver shall be specific as to what provisions are waived. A waiver of certain provisions shall not constitute a waiver of all provisions contained in this Chapter.
   (g)   No person who is less than sixteen years of age shall operate an under-speed vehicle on the street, right of way, or public area of the City of Willard.
   (h)   The operator of an under-speed vehicle on a street, right of way, or public area of the City of Willard shall hold a valid, current motor vehicle driver's license.
