(a) No person shall operate an under-speed vehicle on the streets within the City of Willard unless the under-speed vehicle has first passed an inspection by the Willard Police Department for compliance with the requirements of the State of Ohio that are applicable to motor vehicles and such under-speed vehicle contains all equipment required by this chapter.
(b) The owner of the under-speed vehicle shall provide proof of insurance at the time of the inspection.
(c) A list of equipment required for safe operation by the Ohio Revised Code Chapter 4513 shall be maintained by the Willard Police Department, and shall include:
(1) Two working headlights.
(2) At least one working taillight and one working brake light.
(3) Directional signals.
(4) A rearview mirror.
(5) A white light illuminating the rear license plate, which shall be legible from a distance of fifty feet.
(6) A working horn.
(7) Windshield made of glass or safety glass.
(8) Two license plates, bracketed to the cart, one on the front and one on the rear. After July 1, 2020, only one plate will be required, which shall be placed on the rear of the under-speed vehicle. All license plates shall be in plain view, have distinctive numbers, and have any required county or state identification sticker and validation sticker.
(9) One seat belt per occupant.
