This chapter shall not apply to junk motor vehicles or abandoned junk motor vehicles located on public or private property under any of the following circumstances:
(a) The property is an impound lot operated by the City;
(b) The property is a private impound lot, salvage yard or junk yard operated in conformity with Title 3 of the Willard Codified Ordinances and the junk vehicles or abandoned junk vehicles are stored in conformity with Title 3 of the Willard Codified Ordinances; or
(c) The property is private property and the junk vehicle or abandoned junk vehicle is stored in conformity with Title 3 of the Willard Codified Ordinances.
(d) The vehicle is a collector's vehicle and is covered by a car cover or equivalent means.
