In the event personal property impounded pursuant to Section 662.05 is owned by persons other than the owner of the abandoned junk motor vehicle or a lienholder thereof, such person or person may reclaim the personal property upon proof of ownership within the sixty-day time period provided in Section 662.05 and without charge. Upon presentation of such proof, the motor vehicle may be entered for the limited purpose of retrieving any personal property not previously removed, in the presence of a City employee.
