(a) The Volunteer Fire Fighters' Dependents Fund Board shall consist of five members who shall be chosen as follows, and who shall have tenure of office as designated:
(1) Two members shall be elected by the legislative authority of the City;
(2) Two members shall be elected by the Fire Division; and
(3) One member shall be elected by the members elected in subparagraphs (1) and (2) hereof.
(b) Election of Board members set forth in subparagraphs (1) and (2) hereof shall be held each year on the first Monday in December, and the election of the Board member set forth in subparagraph (3) hereof shall be held on or before the second Monday of December of each year. Each Board member shall serve for one year, beginning January 1, next, except that the initial Board elected in 1957 shall assume its duties immediately upon election.
