The Personnel Merit Board shall organize itself each year at its first regular meeting in January. It shall choose a Chairman and other such officers as deemed necessary. The Clerk of Council shall serve as its permanent Secretary. The Board shall supervise original and promotional examinations and shall certify eligibility lists to the Personnel Director.
