(a) There is hereby established a Personnel Merit Board. The Board shall be composed of three members to be appointed by Council for a term of three years, except that for the first appointed Board one member shall serve for a term ending the second Monday of January, 1963, one for a term ending the second Monday of January, 1964, and one for a term ending the second Monday of January, 1965. Upon the expiration of the term of office of a member of the Board, his successor shall be appointed by Council for a term of three years.
(b) A vacancy in the office of a member of the Board shall be filled by Council within thirty days of such vacancy.
(c) Each member of the Board, before entering upon the duties of his office, shall take and subscribe to an oath of office.
(d) No member of the Board shall hold any other office of trust or profit with the City.
(e) No member shall be compensated for his service by the City as a member of the Board.
(f) Any member of the Board may be removed from office for misfeasance, malfeasance or nonfeasance of office and if it is found that such Board member is inefficient or derelict in the discharge of his duties.
