167.31   MEMBERSHIP IN CERTAIN ORGANIZATIONS.
   (a)   It shall be sufficient cause for removal of any public employee when such employee advocates or willfully retains membership in any organization which advocates overthrow of the government of the United States or of the State of Ohio or of the City of Willard by force, violence or other unlawful means.
   (b)   Procedure for the removal of public employees under the provisions of this section shall be the same as is provided in Ohio R.C. 143.27, except that the decision shall be subject to appeal to the Court of the Common Pleas of Huron County to determine the sufficiency of the cause of removal. Such appeal shall be taken within ten days of the finding of the Personnel Merit Board.
