(a) The City Manager, with the consent of the employee involved, may transfer such employee from one department or division of the City to another on a permanent basis, if the transfer is between positions of identical job classification with the same or substantially similar working conditions.
(b) Any employee who transfers voluntarily from one division or department to another shall lose his seniority in the department or division that he is being transferred from and shall begin earning seniority in the new department or division. Each department and division shall have an up-to-date seniority list.
(c) Whenever an employee is laid off for lack of work or lack of funds, his seniority rights remain only in the department in which the lay-off occurs.
(d) The City Manager may transfer employees of the City from one department or division to another when the work load or lack of funds makes these transfers necessary. However, these transfers shall be only on a temporary basis and shall not exceed six months in duration. Vacancies in a department or division are not to be filled by transfers except on a temporary basis. These vacancies are to be filled as prescribed elsewhere in this chapter. The employee shall not lose seniority in the department or division from which he is transferred under conditions of this subsection.
