(a) The Personnel Director shall prepare such rules and regulations as may be deemed desirable to carry out the provision of the City Charter and these Codified Ordinances relative to personnel matter.

(b) Such rules and regulations shall be reported to Council and unless they are amended or disapproved by resolution within sixty days they shall become effective. The Director shall have the right to alter, amend or revoke any provision of the "rules and regulations" adopted January 1, 1963, relative to personnel matters, without prior approval of Council.
