167.19   DISCIPLINE.
   (a)   The primary responsibility for the administration of discipline shall rest upon the immediate supervisor of the employee to be disciplined, although if he fails to take action, which in the opinion of his superior supervisor is justified, such superior supervisor shall himself impose the discipline. Reprimands and suspension from duty without pay shall be submitted and administered in writing and records of such action shall be kept in the files of the Personnel Director.
   (b)   In extensive demotions, suspensions or discharge of permanent employees from the service, the employee shall. be given notice in writing of such action and substantial reasons therefor, including the effective dates of such action. Notice shall also inform the employee that he is allowed two calendar weeks from the effective date of the action to file a reply with the City Manager.
