(a) Except as provided in Section 452.04 pertaining to handicapped parking, whoever violates any provision of Chapters 452 or 454 shall be assessed a civil fine of fifteen dollars ($15.00). If such civil fine is not paid within seven days of the issuance of the citation, an additional penalty of ten dollars ($10.00) shall be added to such civil fine. If such civil fine is not paid within 30 days of the issuance of the citation, an additional penalty of thirty-five dollars ($35.00) shall be added to the original fine.
(b) The filing of an answer denying a parking infraction within seven days of the issuance of the parking citation shall temporarily suspend the seven day time period in subsection (a) hereinabove.
(c) If an answer of denial of a parking infraction is overruled by the hearing examiner, the hearing examiner may order the violator to pay the hearing cost of twenty dollars ($20.00).
