167.13   ELIGIBILITY LISTS.
   Candidates who qualify for employment shall be placed on an original appointment eligibility list for the appropriate class of positions in the rank order of grades they obtain on the examinations. The rank order of candidates who are allowed veterans preference shall be based on their augmented ratings. When a candidate for an original appointment is an existing employee seeking promotion or a permanent employee laid off for lack of funds or work, the Personnel Director shall make such modifications to the eligibility list rank of such candidate as will reflect the candidate's quality of service to the City. A probationary employee laid off while the original appointment eligibility list from which he or she was appointed is still effective shall be restored to his or her original place on the list. Eligibility lists shall be effective for one year and may be extended for an additional year at the discretion of the Personnel Director.
