167.11   RECRUITMENT AND SELECTION.
   Original. appointments to vacancies occurring after this chapter becomes effective (Ordinance 1419, passed June 18, 1962) shall be based on merit as determined by competitive examinations. Requirements as to citizenship, residence, age and sex shall be provided by rules established by the Personnel Director in the manner hereinafter set forth. The Director shall determine the time and place of examinations and shall advertise for the applications in at least one newspaper of general circulation in the City and by posting such advertisement on the appropriate bulletin boards of the various departments of the City. He shall prescribe the form of the application and shall conduct such investigation as he may deem necessary as to the truth of the statements made therein and as to the qualifications of the applicant. He shall have authority to exclude from the examination any applicant whose application discloses that he does not possess the minimum qualifications established in the classification plan for the position sought. He shall require that all present employees and future applicants be fingerprinted and that in the event any applicant so hired is not cleared by the local, County, State or Federal agencies, he shall be dismissed immediately. Examination shall be in such form as will fairly test the abilities and aptitudes of the candidates to perform the duties of the positions sought. He shall determine the nature of the examination and the weight to be attributed to each part. He shall grade the examinations taking care to preserve the anonymity of the competitors in. the written portion until the grading is completed.
   The Personnel Director shall consult with the Personnel Merit Board for assistance in preparation and grading of the examinations.
