167.10   CLASSIFICATION AND COMPENSATION PLAN.
   (a)   The Personnel Director shall make an analysis of the duties and responsibilities of all positions in the classified service as established by the City Charter. Council shall approve the initial classification plan by resolution and the Director shall allocate each existing position to its proper status. Each position shall be classified on the basis of the kind and level of his duties and responsibilities.
   (b)   The Personnel Director, in consultation with the Director of Finance, shall prepare a compensation plan which shall include all classes of positions covered by the initial classification plan. Council shall approve the initial compensation plan by resolution and the Personnel Director shall allocate each rate to its proper class.
   (c)   The initial classification plan shall be kept up to date by addition of new classes or abolition of old ones or by consolidation of existing classes upon recommendation of the Personnel Director and upon approval of Council by resolution.
   (d)   The initial compensation plan may be similarly adjusted as provided for in the classification plan.
