167.071   PERSONAL LEAVE.
   (a)   Except for firefighter/EMT shift supervisors, each full-time employee shall be granted three days of personal leave each year. Employees, upon giving reasonable advance notice to their division or department head and receiving approval, may use personal leave at any time and for any reason, provided that the division or department head can provide adequate staffing on the day in question.
   (b)   Personal leave shall be used annually by each employee and shall not be allowed to accumulate from year to year. Any employee failing to use his or her personal leave in any given year shall lose the personal leave for that year.
   (c)   Personal leave for firefighter/EMT shift supervisors shall be governed by the terms of the collective bargaining agreement between the City and the International Association of Firefighters, Local 4468.
   (d)   The City Manager shall establish procedures to uniformly administer this section.
