161.01   ESTABLISHMENT; SUPERINTENDENT OF WATER POLLUTION CONTROL; DUTIES.
   A Department of Wastewater Treatment is hereby established in the Department of Public Works. The Department shall be under the direction of the Superintendent of Water Pollution Control, who shall be accountable to the City Manager. The Superintendent shall perform the following duties:
   (a)   Exercise overall supervision of all employees reporting directly to him;
   (b)   Coordinate and approve the preparation of all work assignments and schedules;
   (c)   Assign individual work operations to his employees;
   (d)   Aid the City Manager in the preparation of the annual budget for his Department;
   (e)   Supervise the operation, maintenance and repair of the wastewater treatment plant;
   (f)   Enforce all rules and regulations of the State Board of Health with regard to the wastewater treatment plant;
   (g)   Enforce all traffic laws and Public Utilities Commission of Ohio regulations pertaining to personnel and equipment as required by law; and
   (h)   Perform any other duties assigned by the City Manager.
