A Department of Water Production is hereby created in the Department of Public Works. The Department shall be under the direction of a Superintendent who shall be accountable to the City Manager. The Superintendent shall perform the following duties:
(a) Exercise overall supervision of all employees reporting directly to him or her;
(b) Coordinate and approve the preparation of all work assignments;
(c) Assign individual work operations to his or her employees;
(d) Aid the City Manager in the preparation of the annual budget for his or her Division;
(e) Supervise the operation, maintenance and repair of the water production system of the City;
(f) Enforce all traffic laws and Public Utilities Commission of Ohio regulations pertaining to personnel and equipment as required by law;
(g) Maintain accurate records as to water pumped and the reading and maintenance of water meters; and
(h) Perform any other duties assigned by the City Manager.
