153.02   EMERGENCY-RESCUE SERVICE.
   (a)   The City shall operate an emergency-rescue service and also a general ambulance service for the transportation of patients between the Mercy Hospital, Willard and other points within and without the City. Such services shall be administered by the City Manager through the Fire Division. The City Manager shall promulgate rules and regulations governing the operation of the emergency rescue service and the ambulance service. Such rules and regulations shall conform to all guidelines or requirements established by Federal and State statutes and administrative rules.
   (b)   The charges for emergency rescue service shall be:
      (1)   A base rate of five hundred fifty dollars ($550.00) for each trip per patient where basic life support (BLS) is provided, commencing with the loading of the patient into the ambulance and ending with the removal of the patient from the ambulance. This base rate plus all additional charges shall apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (2)   A base rate of seven hundred fifty dollars ($750.00) for each in-district call where advanced life support (ALS) is provided. This rate plus all additional charges shall apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (3)   A base rate of nine hundred twenty-five dollars ($925.00) where advanced life support-2 (ALS-2) is provided. This rate plus all additional charges shall apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at a time.
      (4)   A base rate of six hundred dollars ($600.00) for each trip per patient out-of-district where basic life support (BLS) is provided, commencing with the loading of the patient into the ambulance and ending with the removal of the patient from the ambulance. This base rate, plus all additional charges, shall apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (5)   A base rate of eight hundred fifty dollars ($850.00) for each out-of-district call where advanced life support (ALS) is provided. This rate plus all additional charges shall apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (6)   For any trip requiring travel inside or outside of the emergency-rescue service district, there shall be an additional charge of fourteen dollars ($14.00) for each mile traveled while loaded with a patient.
      (7)   For waiting time in excess of one hour, there shall be an additional charge of twenty dollars ($20.00) per hour, per employee. This additional charge shall not apply to round trips.
