The Director of Finance shall charge any person who issues or transfers or causes to be issued or transferred to the City a check or other negotiable instrument which for any reason is dishonored, a bad check fee of thirty dollars ($30.00), in addition to requiring payment of the face amount of the dishonored check or other negotiable instrument.
