There is hereby created the position of Superintendent of Buildings and Lands, to be appointed by the City Manager, with the approval of Council, and to serve at the pleasure of the City Manager. The Superintendent shall perform such duties as Council and/or the City Manager shall determine and he shall be compensated as Council shall from time to time determine.
