The City Manager shall act as Purchasing Agent for the City, making all purchases required by the various departments and selling unused, worn out, surplus or obsolete equipment and materials. Rules and regulations shall be established by the Manager as to procedures for department heads to follow for the requisitioning of necessary supplies, materials, equipment or contractual services. Informal bids shall be solicited whenever possible for all items of less than the amount set forth in Section 6.14 of the City Charter. If the cost is less than the amount set forth in Section 6.14 of the City Charter, the Purchasing Agent may award the purchase to the supplier offering the lowest and best bids among the informal bidders.
