135.02 RULES AND REGULATIONS.

The City Manager may prescribe such general rules and regulations as he may deem necessary or expedient for the general conduct of the administrative departments. The head of each department shall issue all such regulations and rules as he may deem necessary and expedient for his department but with approval of the City Manager.
