The Director of Finance shall charge a one-time delinquent payment fee of 10%, plus interest at the rate of 1.5% per month, on any payment or obligation due the City which is more than 30 days past due, if no fee, charge, penalty or interest is otherwise provided in these Codified Ordinances for delinquent payment of the payment or obligation. Any obligation for which a fee, charge, penalty, or interest for delinquent payment is specifically provided shall be charged solely in accordance with those specific provisions and not under this section, including but not limited to delinquent payment of income taxes, utility bills, and ambulance bills.
