The applicant must show evidence of qualification for license by reason of graduation from technical schools, membership in trade unions, apprenticeship or experience. Such qualification must be approved by the Trade Review Board before the Building Inspector shall issue a license which shall be receipted, stamped and recorded by the Finance Director.
