No person shall hereafter engage in or work at the trade or occupation of plumbing and sewer work, heating and venting, or electrical work for hire in the City until he has procured a business license from the office of the Finance Director. A partnership, corporation or business firm can obtain a single license which would apply to all persons while representing such partnership, corporation or business firm. Any person engaging in plumbing and sewer work, heating and venting, or electrical work shall make application to the Building Inspector whose signature shall be attached thereto, and which shall be receipted, stamped and recorded by the Finance Director. Employees of gas, telephone, sewer, water and electrical utilities shall not be required to obtain business licenses for work performed for such utility. However, these utilities shall not be exempt from obtaining permits as required in this chapter.
