(a) The Building Inspector shall be notified by the person doing any plumbing or electrical work when such work is ready for roughing-in and finished inspection. All parts of every plumbing system shall be made perfectly gas-tight. All soil waste and vent pipes, when placed in position, shall be tested by the gravity water test in the presence of the Inspector. If the Inspector is satisfied that the work is done in accordance with the laws of the State and the City, he shall issue a certificate of approval. If not, he shall disapprove the same and such plumbing systems shall not be put to any use until they have been altered as prescribed by him and received his approval.
(b) When the licensee has completed any portion of the electrical wiring that will be concealed within a building, he shall notify the Inspector, who shall, within a reasonable time of such notification, inspect the portion completed. If such portion passes inspection, the Inspector will leave his notice of approval covering that part of the installation.
(c) When the licensee has completed the entire installation of electrical wiring, devices and equipment with the exception of the fixtures, he shall notify the Inspector, who shall, within a reasonable time of such notification, inspect the complete installation. If the installation passes inspection, the Inspector will leave his notice of approval covering the completed installation. After the fixtures are installed and ready for service, the licensee will notify the Inspector, who shall, within a reasonable time, inspect the same. If the completed installation passes inspection, then the Inspector shall notify the local electric utility of the completed job and authorize connection to the installation.
(d) In the event a certificate of approval is refused by the Inspector, the contractor, builder or property owner may appeal to the Trade Review Board, whose decision shall be final.
