1331.02   AUTHORITY OF BUILDING INSPECTOR AND DEPUTIES; ISSUANCE OF CITATIONS.
   The Building Inspector and the Deputy Building Inspectors are hereby authorized and directed to make inspections to determine compliance with this Building Code and, when appropriate, to issue citations for violations of this Building Code, in order that they may perform their duty of safeguarding the health and safety of occupants of buildings and structures and of the general public. For the purpose of making such inspections and upon showing proper identification, the Building Inspector and the Deputies are hereby authorized to enter, examine and survey at any reasonable hour all buildings and structures or parts of buildings and structures on any premises. The owner or occupants of every building or part of a building or the person in charge thereof shall give the Building Inspector and the Deputies free access to such building or part of a building at any reasonable hour for the purpose of such inspection, examination and survey. "Building", as used herein, includes, but is not limited to, apartment buildings, boarding houses, dwellings, garages, lodging houses, trailer coaches and mobile homes.
