When there are practical difficulties in the way of carrying out the strict letter of this Fire Prevention Code, the owner or lessee of premises or his duly authorized agent may apply in writing for modification of a Code provision.
The Fire Chief shall have the power to modify any provision of this Fire Prevention Code, with the approval of the City Manager, provided that the spirit of this Fire Prevention Code is observed, public safety secured and substantial justice done.
The particulars of such modification, when granted or allowed, and the decision of the Fire Chief thereon, shall be entered upon the records of the Fire Division and a signed copy shall be furnished to the applicant.
