(a) A Trade Review Board is hereby established. The Board shall consist of five members with the following qualifications:
(1) Three members shall be electors of the City;
(2) One member shall be the President of Council; and
(3) One member shall be a Councilmember.
All of the above members shall be appointed by Council. In appointing those members who are electors of the City, Council will give preference to licensed electricians, plumbers, heating contractors or building contractors, if any are willing and able to serve. The Code Enforcement Officer of the City shall be an ex-officio member of the Board.
(b) The Board shall have the powers and duties listed in this Building Code. Each member of the Board shall serve for a term of two years. The Board shall have the power to make its own rules governing procedure at meetings and hearings and shall keep a record of all meetings and hearings.
