(a) No permit required by this chapter shall be issued until the fee prescribed in this section has been paid, nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost of the building or structure, has been paid.
(b) For a permit for the construction or alteration of a building or structure, the following schedule of fees shall prevail:

No fee or permit shall be required for alterations costing less than seven hundred fifty dollars ($750.00) . A person doing his or her own work must add fifty percent to the cost of materials for labor to determine the total cost of alterations.
(c) For a permit for the moving of a building or structure from one lot to another, or within the same lot, the fee shall, be thirty dollars ($30.00). For unattached garages or out buildings, the fee shall be twenty dollars ($20.00). For a permit for the demolition of a building or structure, the fee shall be the cost of materials for labor to determine the total cost of alterations.
