If any owner or contractor fails to receive a permit required by this chapter, after application duly made, such owner or contractor may request the Trade Review Board to review the application. If the Trade Review Board finds that a permit should be issued, then the Trade Review Board shall direct the Building Inspector to issue such permit, which shall be receipted, stamped and recorded by the Finance Director.
