(a) No building or structure of any kind shall be erected so as to be nearer to the line of any street, lane, alley or public ground than five feet, including any overhanging portions, without special permission of Council.
(b) No structure shall be erected less than forty feet from the front lot line except where structures are established upon adjoining lots and in these cases a structure can be erected a distance from the front lot line which shall be an average of the distances of these structures from their front lot lines for a distance of 300 feet each side of the proposed structure. Where such structure is erected on a corner lot, the side adjoining the street shall not be closer to the lot line than the average of the distances on structures located 300 feet each way from such structure.
(c) No structure shall be located less than five feet from the lot lines of adjacent private property.
